Hoover stands here with members of an arms conference delegation, photographed in the years when disarmament was a major diplomatic subject. The record does not name the specific conference, but the 1920s brought several international meetings on naval and military limits, and Hoover, then Secretary of Commerce, was a prominent Washington figure. The picture comes from the National Photo Company, a Washington studio that documented officials and public events in the early twentieth century. The glass negative shows streaks and blemishes from the natural breakdown of its original coating.
