Herbert Hoover appears here among a group of aides, one of the few surviving records of the man in his pre-presidential years when he was known more as a relief administrator and Commerce Secretary than as a politician. The picture is a glass negative from the National Photo Company, a Washington studio whose plates captured the capital's officials, buildings and events in the early twentieth century. The title was supplied by the company on the negative sleeve and has not been independently verified, so the identities of the other men are unconfirmed. Visible streaks and blemishes are the result of natural deterioration in the original coating.
