Hoover's visit with Boy Scouts is captured here on a glass negative, a format that was standard for press and studio work before flexible film became common. The National Photo Company, a Washington, D.C., firm that documented public life in the early twentieth century, made the image during the years Hoover rose from wartime food administrator to president in 1929. Scouting was a popular cause in that era, and public appearances with scout groups were a common way for officials to connect with local communities. The record's date span is broad and the title comes from the company's own notes, so the exact occasion is uncertain. Visible streaks and blemishes are typical of aging glass coatings.
