Hoover appears here with a group of aides, though the collection does not name them, and the title comes from notes the National Photo Company wrote on the negative sleeve rather than from verified identification. Herbert Hoover rose from mining engineer and wartime food administrator to Secretary of Commerce under Harding and Coolidge before winning the presidency in 1928, so his role in the scene depends on a date that the collection leaves open between 1909 and 1932. The glass plate shows streaks and other blemishes from deterioration of its original coatings, which affects how much fine detail can be read.
