Herbert Hoover appears here with a group of aides, though the record does not name them, and the title comes from data the National Photo Company wrote on the negative or its sleeve that has not been independently verified. The picture is a 4 by 5 inch glass negative, a format the company's Washington studio used heavily for its press work on officials in the 1910s and 1920s. Hoover held several federal posts in that period, most notably as secretary of commerce. The plate shows the streaks and blemishes that come with aging emulsion coatings, and Herbert A. French gave the negative to the Library of Congress in 1947.
