Leavenworth, Kansas, in 1909 was a river town on the Missouri whose economy leaned on its military neighbors. Fort Leavenworth, one of the oldest Army posts on the frontier, sat just to the south, and the federal penitentiary that opened there in 1906 added a steady payroll of guards and staff. The Soldiers' Home, the local branch of the National Home for Disabled Volunteer Soldiers, was the town's most visible institution, sheltering aging Union veterans and their families on a large campus of cottages, barracks, and grounds. Residents of the period knew the place as much for its old soldiers, and for the parades and Memorial Day observances they filled, as for the rail and river trade that kept the city growing.
