Fort Myer, on the Virginia bluffs across the Potomac from Washington, D.C., was a long-established cavalry post by 1917, and that spring the United States entered the First World War. The Army had only a small regular force, so it began turning civilians into officers through reserve training, and Fort Myer became one of the places where men with little or no military background drilled, studied tactics, and learned to command. The post sat beside the Arlington estate lands and the growing cemetery, and its parade ground had already drawn national attention in 1908 and 1909, when Orville Wright trained and flew there for the Army. In 1917 the men gathered here were preparing for a war that would soon send many of them to France, and the post was a point where Washington's military ambitions and the nation's sudden need for officers met.
