Niagara Falls, New York, in 1921 was a city shaped by the river that gave it its name. Cheap hydroelectric power drawn from the falls had drawn chemical, abrasives, and electrochemical manufacturers to the city's edge over the previous three decades, and their plants ran day and night. The same industrial density made fire a serious concern, since flammable materials and crowded neighborhoods sat close to the power works and rail lines. Firemen of Company A would have been known locally as the men who answered those alarms, while the wider world still knew the city mainly for the falls and the tourists who came to see them.
