Dayton, Ohio, in March 1913 was a manufacturing city whose best-known employer was the National Cash Register Company, which John H. Patterson had built into a business with customers around the world. The city sat along the Great Miami and Stillwater rivers, and in late March heavy rains pushed both streams over their banks. Water filled the low streets, homes, and shops, and fires broke out in flooded districts where firefighters struggled to reach them. Residents came to regard it as one of the worst disasters in Ohio history. In its aftermath, civic leaders turned to a regional plan of dams and levees to protect the valley, and the scene in this picture shows the ruin that prompted that effort.
