Rome in 1909 was the capital of a unified Italy that was only about four decades old, and its government was still reshaping the old papal city into a modern one. The view centers on Castel Sant'Angelo, the second-century Hadrian's mausoleum that later became a papal fortress, and the new Palace of Justice rising on the Prati district across the Tiber. Both buildings were symbols of the change: the castle recalled centuries of papal rule, while the courts building, still under construction, housed the state's legal institutions. The surrounding quarter was filling with apartment blocks and government offices, and the new Tiber embankments were taming a river that had flooded the city for centuries. Residents would have known this stretch of the river as the approach to St. Peter's, where the Vatican's presence and the national government's ambitions sat side by side.
