Rome in 1909 was the national capital of a kingdom that had been unified only about 50 years earlier, and it was still growing beyond its ancient and Renaissance core. The city had been capital since 1871, and the new government was building ministries, wide avenues, and residential districts across the Tiber and on the old hills. St. Peter's Square, the Piazza San Pietro laid out by Bernini in the 1600s, sat in the Vatican district, where the papacy remained in self-imposed confinement after the loss of the Papal States. Tourism from Britain, Germany, and the United States filled the hotels near the Spanish Steps and drew visitors to the basilica, which was then the largest church in Christendom.
