**Vatican Gardens, Rome, Italy, 1909.** In 1909 the Vatican was a small papal enclave inside a city that had been the capital of the Kingdom of Italy since 1871, and the popes and the Italian state were still at odds over the loss of the Papal States, a dispute later called the Roman Question. Pope Pius X, elected in 1903, governed from the Apostolic Palace, while Rome itself grew quickly as new ministries, housing, and wide boulevards replaced older quarters. The gardens, largely laid out during the Renaissance on the Vatican Hill, were private grounds for the papal household, and few residents of the city had access to them. Visitors and Romans alike knew the Vatican as the seat of a church with worldwide reach, set apart from the modern capital below.
