In 1909 Rome was a capital still expanding outward, with new government offices and residential streets rising beyond the old center. Across the Tiber, the Vatican remained a separate world, and its gardens on the hill offered one of the few places where visitors could look down on the whole city at once. Pope Pius X had spent his papacy since 1903 tightening Catholic doctrine and discipline, most visibly in 1907, when he condemned Modernism in the encyclical *Pascendi Dominici Gregis*. Many working families in neighborhoods such as Trastevere followed the Church through parish life and its schools, while the city's broader modern growth went on below. A panorama from these heights therefore showed Romans a view of domes and tiled roofs that most of them rarely saw.
