Rome in 1910 was the capital of a kingdom that had been unified only about forty years earlier, and it was in the middle of a building boom that reshaped its outskirts. The city's population had grown rapidly after 1870, when Rome became the seat of the national government, and new residential quarters, government offices and monuments were spreading across the hills and plains beyond the old Aurelian walls. The view from the Vatican Observatory, perched on the Vatican grounds, looked out over this mix of ancient ruins, Renaissance domes and newer streets. Residents of the era knew the city as both the seat of the Italian state and the spiritual center of the Catholic Church, a dual identity that shaped its politics and daily life.
