Rome had been capital of the Kingdom of Italy for nearly four decades by 1909, and its population had grown to roughly half a million as civil servants, clerks and laborers moved in from the provinces. New government offices, apartment blocks and wide streets were replacing older neighborhoods. From the terraces of Monte Pincio, above the Piazza del Popolo and the Villa Borghese gardens, the view took in domes and church towers and the white marble bulk of the Vittoriano, the monument to Victor Emmanuel II, still under construction. Most Romans knew their city as the seat of the monarchy, while the papacy, which still claimed the lost papal states, remained across the Tiber in the Vatican.
