Niagara Falls, New York, in 1909 was a city whose fortunes rested on the river's water as much as on its scenery. The Edward Dean Adams generating station, opened in 1895 on the American side, had already shown that power from the falls could be sent to distant customers, and by the early 1900s electrochemical and abrasives plants were drawing new workers to the upper gorge. Visitors still came in large numbers to see the falls, many of them on honeymoons or summer excursions, and boats and trolleys carried them along the river. Goat Island, which divides the American Falls from the Horseshoe Falls on the Canadian side, was the usual vantage point for such visitors. In 1909 the two nations were also negotiating the Boundary Waters Treaty, which set limits on how much water could be diverted for power, a reminder that the falls belonged to more than one community.
