Troy, New York, in 1909 was a Hudson River city of roughly 76,000 people, still tied to the shirt and collar trade that had made its name. Cluett, Peabody & Company, maker of the Arrow collar and shirts, was among the firms whose workrooms and offices filled the riverside blocks, and the city's laundries and garment shops drew thousands of women and men into daily shifts. Steam and electric streetcars carried mill hands up the hills from the waterfront, while freight trains and river barges moved finished goods to New York and points west. The Hudson-Fulton Celebration that year marked 300 years since Henry Hudson's voyage and a century since Robert Fulton's steamboat, and river towns like Troy watched the water traffic with particular interest.
