In 1909 Oswego, New York, was a lake port of roughly 23,000 people, and coal had joined grain as a mainstay of its waterfront. Pennsylvania coal came in by rail and was loaded onto lake vessels at the docks for ports farther west, so the harbor's coal trade kept crews and dockhands busy. The large starch works on the river also employed many local families, and its output went out by boat and rail. Up the hill, the State Normal School trained teachers who would later staff classrooms across the state, giving the city a civic identity apart from its shipping.
