Niagara Falls, New York, in 1918 was a city shaped by the river beside it. Since the first hydroelectric station opened in 1895, power drawn from the upper Niagara had drawn chemical and electrochemical plants to the riverfront, and local factories were producing industrial materials as the United States fought in France. Tourists still arrived in large numbers to see the cataracts, and Luna Island, the rocky islet between the American and Bridal Veil falls, was one of the best places to stand close to the water. That autumn the influenza epidemic reached the region along with the rest of the country, disrupting public gatherings and worrying families who depended on both the mills and the tourist trade.
