Stapleton, on the north shore of Staten Island, was in 1897 a waterfront village whose fortunes rose and fell with its ferry slips and rail connections to Manhattan and New Jersey. Staten Island remained a separate borough-to-be, and residents were debating whether to join the city of New York, a change that took effect in January 1898. The north shore also hosted maritime institutions, including the Sailors' Snug Harbor retirement home nearby and the federal quarantine and marine hospital facilities that served the port. Most of the island's people were still tied to shipping, small industry, and market gardening, and the view of the harbor across the Kill Van Kull would have been as familiar to them as their own streets.
