The title pairs a call to serve the guns with a call to fill the ranks and pile up munitions, treating the soldier and the factory worker as equally needed. The Parliamentary Recruiting Committee issued it in 1915, the year the British army faced a serious shortage of shells on the Western Front, which made munitions work as urgent a concern as enlistment. Chorley & Pickersgill, a printer with offices in Leeds and London, produced the color lithograph, which is numbered 85c in the series. The number suggests the committee issued many variations, each aimed at a different audience.
