Alanson B. Houghton is the sitter, and the title, taken from unverified data on the negative sleeve, lists his home as New York. The date range of 1918 to 1921 places the portrait in the years when he served in Congress, before he went on to serve as ambassador to Germany and then to Britain. The National Photo Company, a Washington studio that photographed public figures in the early twentieth century, made the negative, which Herbert A. French gave to the Library of Congress in 1947. The streaks and blemishes visible on the glass come from deterioration of its original coatings, not from the subject itself.
