The title names the subject as Joseph P. Byrns of Tennessee, though the National Photo Company recorded that name without verification. Tennessee's Joseph W. Byrns served in the U.S. House of Representatives from 1909 until his death in 1936, so the sitter was likely a Washington figure in the years around World War I. The National Photo Company worked in the capital from about 1906 to 1932, documenting officials and city life on glass plates like this one. Faint streaks and blemishes across the negative come from the gradual breakdown of its original coating.
