Annapolis, Maryland, in 1918 was a small waterfront capital whose life revolved around the United States Naval Academy, which sits on the Severn River just above the city's harbor. With the country at war, the Academy shortened its program and graduated its midshipmen early that June, and the town filled with officers, instructors, enlisted sailors, and the families who followed them. Naval personnel in this photograph represent that wartime population, which pressed on local housing, streets, and shops. Maryland's politics and business in the period were tied closely to the state capital and the Chesapeake trade, and residents knew Annapolis first as the seat of naval training. The armistice in November 1918 ended the fighting that had shaped the town's year.
