Annapolis, the Maryland state capital on the Severn River, was in 1911 a small city whose daily life was shaped largely by the United States Naval Academy on its waterfront. Bancroft Hall, the academy's enormous dormitory, had been completed only in 1906 and was among the largest such buildings in the country, housing the brigade of midshipmen under one roof. Named for George Bancroft, the Navy secretary who founded the academy in 1845, the building anchored a campus where drill, seamanship, and academic study set the rhythm of the town. Beyond the gates, Annapolis drew its living from state government, local trades, and the crabbing and oystering of the Chesapeake Bay, and residents took pride in the naval ceremonies and sailing traditions the academy brought to their streets.
