Frederick, Maryland, in 1907 was the seat of Frederick County and a market town of roughly ten thousand residents, built around farming, milling, and the trade that moved through its rail yards. The Baltimore and Ohio Railroad had reached the town in the 1830s, and its tracks and depots tied Frederick to Baltimore and Washington and to the grain and livestock shipped from the surrounding farms. Residents also knew the town for its Civil War history, including the 1862 campaign that brought armies through the streets, and the legend of Barbara Fritchie, who was said to have defied Confederate troops by waving a flag. In 1907, the town was still measuring itself by those years, its churches, schools, and courthouse square forming the center of daily civic life.
