Horse Shoe Bend on the upper Potomac, in Montgomery County, Maryland, sat a short ride upriver from Washington in 1915, in a countryside still mostly farmland and mill country. The Chesapeake and Ohio Canal ran along the Maryland shore here, though by the mid-1910s its coal and freight traffic had dwindled as railroads took over most hauling, and the towpath drew more walkers and picnickers than boats. Washington's growing population was beginning to push residential development toward the Maryland suburbs, and the river gorge near Great Falls was becoming a favorite destination for day-trippers escaping the summer heat of the city. Residents of the area would have known the river mainly for its bends, its rocky shoals, and the mills and farms that depended on it.
