Annapolis in 1909 was a small state capital on the Severn River, and the United States Naval Academy filled much of its waterfront with brick academic halls, the chapel dome, and the seawall along the river. The Academy had been founded in 1845 and by the early twentieth century was training officers for a fleet that the country was rapidly expanding after the Spanish-American War. Midshipmen drilled, rowed, and marched in full dress uniform, and the yard was a center of local life, with the town's economy leaning heavily on the Academy's payroll and on the oyster and crab trade of Chesapeake Bay. Visitors from Baltimore and Washington came by steamer and rail to watch the Academy's ceremonies and the regattas on the river.
