Annapolis, the state capital of Maryland, sat on the Severn River in 1911 as a small city whose identity was closely tied to the United States Naval Academy, founded there in 1845. The Academy's grounds, with their gray buildings and waterfront yard, dominated the city's economy, since midshipmen, officers, and the civilians who supported them spent money locally. Maryland's legislature met in the State House, and the city's streets, church spires, and harbor boats were familiar sights to residents who knew the town as a quiet port and government seat. A panoramic view from this period would have shown a community still shaped more by the Navy and state politics than by the factories building up in larger Maryland cities like Baltimore.
