Baltimore in 1909 was still rebuilding from the Great Fire of February 1904, which had destroyed much of the commercial district around Hanover and Baltimore streets. New steel-frame and masonry office buildings were rising on those blocks, changing the skyline a little more each year. With more than half a million residents, the city ranked among the largest in the country, and its wharves, freight yards, and canneries still moved much of Maryland's trade. Trolley lines carried workers from rowhouse neighborhoods to factories and offices, while city politics remained dominated by a Democratic organization that its critics attacked in the newspapers. Residents would have known Baltimore as a port that had survived a disaster and was building itself back larger.
