Baltimore in 1912 was one of the busiest ports on the Atlantic seaboard, with its Inner Harbor and Locust Point piers handling grain, coal, sugar, copper and cotton moving in and out of the Chesapeake. The city's economy rested on shipbuilding, canning, clothing and tobacco manufacturing, and its rail links to the Midwest made it a major transfer point for freight. Baltimore was still rebuilding from the Great Fire of 1904, which had destroyed much of its downtown business district, and new steel-frame office buildings were rising in its place. Ferries, tugboats and coastal steamers crowded the waterfront, and dockworkers and immigrant families from Eastern and Southern Europe made up a large share of the city's labor force. Residents of the day knew the harbor as the commercial heart of Maryland and the source of much of the city's wealth.
