Baltimore in 1914 was a port of more than half a million people, and that summer the outbreak of war in Europe unsettled its shipping. Grain, cotton, and tobacco bound for British and Continental buyers suddenly faced uncertain sailings, and the piers at the Inner Harbor and Locust Point felt the slowdown first. Dockworkers, clerks, and garment hands lived in the rowhouse blocks climbing the hills to the north and west, close enough to the waterfront to hear its whistles. People living there that year knew the city by its harbor, its streetcar lines, and the steady traffic of freight that tied it to markets across the Atlantic.
