Baltimore in 1913 was a port of about 560,000 people, and its piers and freight yards were busy with coal, grain, and cotton moving toward ships bound for Europe and South America. Railroads carried coal from the mountains of western Maryland and West Virginia down to the tidewater docks, and the city's warehouses and garment shops depended on that steady flow of cargo. Electric streetcars ran out from the older core into new rowhouse neighborhoods, carrying clerks and factory hands to work each morning. Residents would have known the city as a busy harbor on the edge of the South, where the rules of segregation were hardening, and where the newspapers and the Democratic machine argued over who would run it.
