Rather than a view of the monument as it stood, this picture is a plan: a rendering by Charles Graham showing how the grounds around the Washington Monument might be reshaped. It belongs to the City Beautiful movement and the Senate Park Commission of 1901, whose members, including Daniel Burnham, Charles McKim and Frederick Law Olmsted Jr., proposed restoring Pierre L'Enfant's formal design for the National Mall. The Detroit Publishing Company reproduced such artwork as photographs, so the print preserves an artist's vision of a Mall that was still largely unbuilt when it was made.
