Nogales, Arizona Territory, in 1909 was a small border town whose fortunes rested on the line dividing it from Nogales, Sonora, just across the street. The Sonora Railway had reached the border decades earlier, making the town a customs and freight point for ore from Sonora's copper and silver mines and for cattle, hides, and produce moving north. Arizona would not become a state until 1912, so residents still answered to territorial officials and followed statehood debates in Phoenix and Washington. Across the line, Porfirio Díaz still held power, but discontent was growing, and within a year Francisco Madero's uprising would launch the Mexican Revolution and send refugees and contraband through the same crossing.
