Jerome, Arizona, in 1909 was a copper camp clinging to the steep western face of Mingus Mountain in the Verde Valley. The Jerome mines, worked by the United Verde Copper Company, had made the town one of the richest copper producers in the territory, and its population had grown into the thousands on a hillside so steep that houses were stacked on terraces and streets wound upward in switchbacks. Ore moved down by rail to smelters, and the economy rose and fell with copper prices and the health of the mines. Arizona was still a territory in 1909, two years before statehood, and Jerome's miners were known for organizing and for labor disputes that marked the district's politics. Within a few years, the town would be tested by a series of fires and later by the long decline of the mines.
