Roosevelt, Arizona, in 1909 was a construction town built on the Salt River to serve the Roosevelt Dam, a federal reclamation project that had begun in 1903. Arizona was still a territory then, and the dam was meant to store floodwater and provide year-round irrigation for farms in the Salt River Valley around Phoenix, where settlers had struggled with unreliable water. The town's population was made up largely of laborers, engineers, and their families, who lived in a community that depended on the project's payroll and supplies. Its name honored Theodore Roosevelt, the president who had championed federal irrigation and who had signed the Reclamation Act of 1902. When the dam was finished in 1911, the town's future would depend on the lake and the valley it served.
