Roosevelt Hill overlooks the construction camp at Roosevelt Dam on the Salt River in Gila County, Arizona Territory, in 1908. The dam was one of the first major projects of the federal Reclamation Service, created under the 1902 Newlands Act, and it was meant to store river water for farms in the Salt River Valley around Phoenix. Arizona would not become a state until 1912, so the territory's leaders and valley landowners were watching the work closely as a way to secure water for crops. In 1908 the site was a busy, temporary community of engineers, laborers, and supply crews building the concrete wall across the canyon, which was not finished until 1911.
