Prescott, Arizona, in 1908 was the seat of Yavapai County, a town of ranchers, miners, and merchants set in pine-covered hills above 5,000 feet. Gold and silver mines in the nearby Bradshaw Mountains kept freight wagons busy, and the Santa Fe line's branch from Ash Fork had connected the town to the wider rail network in the 1890s. Residents still remembered the great fire of 1900, which had destroyed much of the downtown, and the rebuilt blocks around the courthouse plaza were a point of local pride. Arizona was still a territory until 1912, so local politics centered on county affairs, water, and the mining and cattle interests behind them. Each summer the Frontier Days rodeo, first held in 1888, drew cowboys and visitors to town.
