Phoenix in 1908 was still the capital of a territory that would not become a state until 1912, and residents were already pressing for statehood while the town grew. Its farms and orchards depended on water, and the federal Roosevelt Dam, begun in 1905, was rising on the Salt River upstream to store water for the valley's irrigated land. Downtown business ran on the trade of growers, merchants and visiting travelers, and the city's population was climbing toward about 11,000 by the 1910 census. A panorama of the town from that year would have shown a place that people saw as a growing agricultural and government center in the desert.
