Phoenix in 1908 was a small desert town of wide streets and irrigated fields, serving as the capital of Arizona Territory and as the trading center for the Salt River Valley. Orange and grapefruit groves were spreading across the valley's irrigated land, and growers shipped their crops out by rail, so the town's merchants and packing houses depended on the harvest. Many residents were newcomers from the Midwest and East who had come for dry winters and cheap land, and they tended to talk about the valley as a place to make a living from farming. Statehood was still unsettled, and local people followed the debate in Washington closely, knowing that Congress controlled when the territory could join the Union.
