El Paso, Texas, hosted the American Federation of Labor's annual convention in November 1924, drawing union delegates from across the country to a border city built on railroads, copper smelting, and trade with Ciudad Juárez across the Rio Grande. The smelter, the rail yards, and the cotton and cattle trade gave organized labor a visible stake in the city's economy. Delegates debated wages, hours, and the status of immigrant workers, issues that carried particular weight where Mexican laborers crossed the river every day. Samuel Gompers, the federation's longtime president, presided over the gathering, and he died in San Antonio that December while traveling in Texas. For local residents, the convention was a rare chance to see national labor leaders in person.
