In 1917 El Paso sat on the Rio Grande across from Ciudad Juárez, and its economy rested on copper smelting, railroads, and the cattle and cotton trade moving through the region. The border had been unsettled since Pancho Villa's raid on Columbus, New Mexico, in March 1916, and regular army and National Guard units were stationed in and around Fort Bliss on the city's eastern edge. This review, which its title calls the largest since 1865, brought those soldiers together in formation, and the reference to the Civil War's end shows how far back residents had to look for a comparable gathering. In April 1917 the United States entered the First World War, and many of the units training near El Paso would soon be bound for Europe.
