Galveston, Texas, in 1930 was a Gulf Coast port city whose fortunes rested on shipping, cotton exporting, and a seaside tourist trade. The city had never fully recovered its pre-1900 standing after the hurricane of September 1900 killed thousands and reshaped the island, and the seawall and grade-raising that followed were still a source of local pride. Residents knew Galveston as a summer destination on the beach, where bathing and beach entertainment drew visitors from inland Texas. An annual bathing girl revue fit that identity, turning the beachfront into a showcase for the city's summer season just as the Depression began to squeeze local incomes.
