Galveston, Texas, in 1922 was an island port still recovering from the hurricane of 1900, which killed thousands and buried much of the town in wreckage. Since then the city had raised its grade and begun a long seawall along the Gulf, while its docks and cotton warehouses kept shipping goods from across the region. By the early 1920s the beachfront drew summer visitors, and swimming made bathing suits a natural subject for a revue of young women on the sand. Nationwide Prohibition, in force since 1920, shaped the island's nightlife, and Galveston was widely known in Texas for looser enforcement. The scene mixes a working port with a seaside resort.
