Galveston, Texas, in 1927 was a Gulf Coast port and beach resort still rebuilding its identity after the hurricane of September 1900, which killed thousands and left much of the island wrecked. Since then the city had built a seawall and raised its ground level, and its harbor, cotton exporting, and shipping kept it tied to the wider economy of the state. The bathing girl revue, a summer show of beauty and swimwear that drew crowds to the seaside, reflected the island's identity as a place for holiday visitors. Residents would have known Galveston for its beaches, its wharves, and its reputation for lively amusements, which were unusually open for a Texas city during national Prohibition.
