Galveston, Texas, in 1928 was a Gulf port still rebuilding from the 1900 hurricane, which killed thousands and left the island's business district and homes wrecked. The city had since raised its grade and built a massive seawall, and by the late 1920s its economy leaned on shipping through its harbor, cotton and grain exports, and a growing trade in seaside tourism. The ninth annual bathing girl revue belonged to that beach culture, staging swimsuit contests and stage shows that drew visitors to the water's edge. During Prohibition, Galveston also had a reputation along the Gulf Coast for more open entertainment than many Texas towns, which made its summer pageants a popular draw.
