Galveston, Texas, in 1926 was a island city that had rebuilt itself after the 1900 hurricane, which killed thousands and led to the construction of a seawall and the raising of the grade of the town. By the mid-1920s its beachfront along the Gulf of Mexico drew summer visitors from across Texas, and the Galveston seawall boulevard had become a favorite promenade. The port, cotton trade, and shipping remained central to the local economy, while the island's hotels and bathhouses catered to tourists. A bathing review like this one would have been a showpiece of the resort season, with swimmers in formal rows displaying the beach culture that residents of the island prided themselves on.
