Tugboats set this gouache apart from the other works on the board, and they suggest a harbor setting for a title that otherwise speaks only of free lessons for children. Dated 1937, it belongs to the years when the Works Progress Administration's Federal Art Project offered free art instruction in cities across the country, often through neighborhood art centers. Gouache, an opaque water-based paint, was well suited to bold, flat designs meant to catch the eye on a public notice. The piece reflects a period when government art programs tried to put creative training within reach of families who could not afford private lessons.
