Ste. Genevieve, Missouri, in 1913 was the seat of Ste. Genevieve County, so courthouse business, lawyers, and county officials drew people into town on court days. Farm families from the surrounding countryside drove wagons and buggies in to trade at the general stores, and the automobile was only beginning to change those trips. Elliott W. Major had just taken office as governor in January 1913, and state politics were moving through the Progressive era's debates over roads and schools. Steamboats still tied up at the river landing, and for many residents the outside world arrived as much by water as by rail.
